Phase II Certification Questions & Answers

This document provides answers to questions received from the Accountable Communities of
Health (ACHs) and/or their Regional Coordinators about the Phase II Certification requirements.
Please note that we have taken the liberty to paraphrase some questions.
A number of changes were made to the Project Plan Template and Supplemental Workbook based on ACH, stakeholder and general public feedback
Refining requirements on Required Health Systems and Community Capacity (Domain 1) Focus Area and removing the requirement to address Domain 1 at a project level
Modifying level of detail required for project funding allocation by organization and use types
Increasing the word count in several sections
Adding detailed submission instructions
DSRIP provides opportunity to build provider capability as it relates to VBP; VBP adoption can reinforce and sustain DSRIP investments
Providers’ understanding of the core capabilities needed to succeed in VBP varies greatly
ACHs must also understand the needed capabilities, the current state of these capabilities among their provider partners, and how they can leverage DSRIP funds to support development of capabilities moving forward
HCA has engaged Myers and Stauffer LC to serve as the Delivery System Reform Incentive Program (DSRIP) Independent Assessor for the Medicaid Transformation Demonstration. Myers and Stauffer will conduct assessments of Project Plans submitted by Accountable Communities of Health on November 16, 2017. We are seeking your comments on two components of Myers and Stauffer’s Project Plan review tool: the evaluation criteria/definitions and scoring methodology. (September 22, 2017)
We are also helping staff a broad statewide policy coalition on childhood obesity prevention, a role we have held since its inception in 2007.
